What are HCS and CLASS?
Texas Home and Community-based Services (HCS) and Community Living Assistance and Support Services (CLASS) are Medicaid waiver programs that provide community-based services to individuals with intellectual and developmental disabilities as alternatives to institutional care.
Services covered
Both programs cover personal assistance, habilitation, in-home respite, community integration, and individualized skills training. These are the same service types that Tendara’s goal tracking and care plan features are built to manage.
EVV requirements for waiver services
All in-home HCS and CLASS services require EVV through HHAeXchange. Tendara captures all six data points automatically and syncs to HHAeXchange every 15 minutes.
Getting started as a provider
New HCS and CLASS providers must be licensed as an HCSSA under TAC §558, complete provider enrollment, and contract with HHSC or an MCO. The licensing process typically takes 3-6 months.
